Hi there
Just had some new electrical installation done for an extension i have had built and am led to beleive that i will need a certificate of installation etc for a building regs completion certificate to be issued. The builder has told me that the electrician he uses is experiencing difficulties getting registration due to some new system being introduced he says he has been waiting 6 months so far, Should I be worried builder seems genuine thanks
 
Yes you should get certification and yes, after 6 months I'd be worrying. Do you owe the builder any money? If so tell him you will release funds on receipt of electrical certification. He should have notified this job within one month of completion.
Do you know the name of the "electrician" and which organisation he is supposedly registered with? If so you can check his registration on their website. If it turns out that he is not registered then report him to LABC.
The notification is assuming that the works fall into the major category which for an extension I think they most probably would. Even if they were minors you should have gotten certs
