I actually have no idea, but as it is NICEIC they are making things up for themselves and I assume that the location reference would be to identify where in the installation this particular outcome was located.
As opposed to doing this in the report.
Alternatively it may be just the reference number you would use to correlate with the report if the space on the form is small.
 
Ah, that sounds like the NICEIC justifying the publication of a new book and DVD to tell members how to fill the over complicated forms in properly. Am I nieve in thinking the ESC/NICEIC submission to the IET was for a simplified periodic reporting system, so it would be easily understood by Joe public.
