A local shop keeper purchased the lease for a shop and the flat above of which he lived in the flat and the electic supply is fed from the shop below.
He has since sold the lease of the flat to me but still owns the lease to the shop. The electric for the flat is still connected to the shop at no cost of electric to the flat. (which i find supprising)

The flat ought have its own supply.

The question is, who is responsible for the cost of putting in an electrical supply to the flat, myself or the shopkeeper as he sold it to me with electric on?

Any thoughts welcomed.

Are you saying that there is a consumer unit in the flat but the source is the shop or is every circuit fed directly from the shop?

Did the lease mention 'services'?

In the flat there is a fuse box for the flat but the power that leads into the fuse box is directly from the shop.

The lease didnt mention anything about the services.

The fact that the shop is happy for me to consume electricity free of charge makes me think that they are hiding something, such as maybe its their cost for the new connection

If the shop is 'happy for you to consume free electricity', unless you've got tripping problems etc. and can't access the shop out of hours, why would you want to change such a generous arrangement?
 
If whoever is responsible for paying for the shop supply, decides to charge you for the electricity you consume, then it would be reasonable for you to demand that your usage is metered.
As such it would then be their responsibility to provide a meter, either their own or one supplied by the network operator.
If however you decide that a meter or a new connection is required, with out first being charged, it would be your responsibility.
