UK Power Networks are the DNO in Essex, they won't tell you over the phone he system types and charge you for the privilege of an inspection that can take up to 4 weeks to come out to you. Last time I had something similar I put an Earth Rod in.
 
Is it a lead sheathed cable or is it conduit? Can't quite see. Up north ENWL would come out in a few days and check for free.
 
just fit a clamp to the lead sheath. bit of left over 16mm Gn/Y. job done.
