Do you have any inkling of the history of the chopped back 4 core cable and thick earth conductor at the bottom of the image in #21? And where it goes to/comes from?

Sorry no history or evidence anywhere of the other end, as Westward 10 mentioned it may have been part of DNO equipment. Probably from Main Intake in Switch Room or DNO Transformer outside .
