What is the pipe stat for and where is it located?

Is it to ensure the flow doesn't get too hot (IIRC 65 degree's or hotter)
 
If the pipe stat is to stop the flow getting too hot and you have to turn it up to get the UFH to work could the pipe stat be wired incorrectly? is this a new or old installation ?.
