Depends on the manufacturer, some can be cut at prescribed intervals. I imagine it's to do with maintaining an even resistance across the cable/pads for power dissipation together with the simple matter of maintaining electrical insulation / not breaking the circuit.
 
there is also the problem of rejoining the cold tails as they may get hot enough to melt normal solder so may have to be brazed,

you also have to maintain the w/m2 of the mat so i would have thought that bigger mats used a bigger cable to reduce the resistance so they still get hot.

dose that make any sense at all?
 
a lot of sense. each element is designed to have a certain resistance and hence wattage. the manufacturer will quote a certain wattage element for a set floor area. if you require a higher heat out put /sq.m., you buy a higher wattage element and reduce the spacing of the runs under the floor. e.g. instead of 4" spacing, you space at 3".
