don’t worry I’m not going to do this ..

If I have a wire that is powering something like a house and lay or wrap another wire around it the wire laid beside it or wrapped around will show a voltage if connected to a test meter .

If I did it to the positive wire prior to the meter in a house I asume it would again produce a voltage in the wire laid beside it. . I assume how much of a voltage would be dependent how close they were and on what is being powered in the house at the time of the test.

Can that voltage be used.

If it can would it be theft of electricity

On a single core, then yes, you would get some voltage, but not very much.
You need a lot of coils on the source wire, a lot of coils on the secondary, and a metal core shared between both coils. That’s how a transformer works.

The cable coming to a house is, more than likely, concentric… meaning the live is in the middle, with a neutral and earth multi stranded running outside it.
That means you can’t get to the live to coil anything around it.
 
It's not so much the voltage that is the problem, it's the fact that if you try and take any usable current from it, it will collapse.

With a bit of circuitry you could probably power a micropower device.

But fundamentally yes, power can be transferred by inductance or capacitance.
