Hi i'm currently studying for my city and guilds electrical course and am stuck on this question.

i think i understand that the Zs of 0.19 means the time it takes for the breaker to trip but could somebody explain what this means in lehmans terms.

The actual question redas

Explain the relevance of the information which states the the Zs of the installation is 0.19 and a PFC of 1.2ka.
 
I take you mean Ze.

Think about what Ze (or Zs for a circuit) represents, what happens when you get a Line to Earth fault (of negligible impedance) and Ohm's Law
