WHAT IS THIS?

This is connected into the C.U. supply from D.N.O. fuse.
There is a Solar feed in, also on the premises.

1. What does this actually do, besides the obvious.
2. Is it actually necessary?

it's a supposed energy saver. reduces your supply volts to 220V. waste of space. kettle takes less leccy per minute, , but takes longer to boil at lower voltage, but consumes exactly the same amount of energy to hot the water. the only saving you get is with standard (tungsten) lights, but they will be dimmer.

I wonder if this has been added to bring the supply voltage down enough for the solar inverter to work properly?

Otherwise, they are a complete waste of money

This could be one of the rare occasions that the device in question is actually useful.
if your supply voltage is on the high side of the allowed tolerance band, the solar inverter is not able to “push” electricity back to the grid.
by lowering the voltage inside the property, it would allow the solar system to supply energy to the equipment inside the house.
