I have a mechanical timer switch controlling the night storage radiators. My multimeter can read AC volts but not amps.
The mechanical timer switch is showing off at the moment, however:-
When I put the multimeter across the supply with the consumer unit main switch on it registers about 8 volts. Although, when I put the multimeter across the supply with the consumer unit main switch off, I cannot detect any current voltage.
Can anyone please explain.
 
Probably picking up spurious induced voltages, as for the consumers unit, what are you doing playing about in there if you are not competent, sorry an instructed person. Does your meter meet the requirements of GS38? What make is your "meter"
 
Thanks, the meter is a Micronta and is years old, however it appears to be fairly accurate for resistance measurements and possibly DC voltage.

A possibility is that when the main switch is on the neutral of the incoming supply is connected to the timer and due to the current flowing in the rest of the installation (and even outside of it) the neutral may have a small voltage on it.
The line may be still disconnected by the E7 switching so there can be a small voltage between the two, although the line will not be referenced to any particular point so the actual voltage measured will not be accurate.

Always check all conductors for dead using an approved contact voltage indicator before starting to measure with a multi meter.
 
Can I ask why you're measuring the supply to your storage heater timer in the first place? Is there a fault?
