I have seen it first hand when I was out in Greece (Athens) around 8-9 years ago visiting a friend. They took me to see their new apartment being built and all the lights were just a bulb holder , connected to a connector block attached to a flex coming out the ceiling. I think their philosophy is , if you get up on a ladder and start poking about with the light connection (and don't know what you are doing ) then you deserve to get a shockThe mind boggles at what others deam aceptable.
