depends on whether there is voltage at the input side of the gfci. if not, then the fault is further back to the panel. could be a tripped breaker or a damaged cable.
 
The 50A gfci for my hot tub is not reading voltage.
There’s a couple of things that could cause that and one of them is are the wires actually in the screws on the breaker but you still should read the voltage. It also could be a bad breaker, try swapping it out with another breaker in your panel and see if your still not reading voltage and it don’t have to be a GFCI for test purposes. After your pull the breaker check the buss bar and see it has been heating up and reading voltage. Bottom line is the breaker could be bad.
 
These can 100 percent fail, with the switch "on" giving no voltage output. If this is the type that clips onto the busbars in the board, remove it, and just pinch the terminals so they clamp a little closer, they try it again, if still no voltage its bad. If it is a direct screw clamp connection on the feed side, just check to see the screw is tight and that you have voltage there if you do, then again it is bad.
