Is the seminar some kind of a test, or is it a test in getting signed up for it?! 
Assuming the latter, it's instantly biased in their favour, due to the fact participants have to make some kind of effort to join in.

More likely as i stated before, they want to know the kind of arguments that are going to be used against them. Those that they are likely going to be faced with at any later government type official meetings. They want to be forearmed and have time to formulate rebuttals/maneuvers...
