    If I've understood you correctly, powering up an installation with a multimeter in series with a cpc or earthing conductor is a bad idea. If the multimeter internal fuse pops, you lose the earth and the exposed conductive parts are likely to rise to 230V.

    15 years seemed a bit short, so I looked it up. BS 7671 : 1992, amendment 1, 1994 (sixteenth), 522-06-06 describes the 'safe' zones as currently defined. Can't find it in my copy of the fifteenth. 522-06-07 covers cables outside the zones; earthed conduit, mechanical protection, etc.

    This LED driver requires a DALI digital controller to operate. Why did you choose this particular driver? Connections required are line, neutral and earth, plus two wires for the digital control signal.
