    Have you considered a loose neutral? I've seen this before, where the incoming neutral was loose in the supply meter supply side. May be worth checking tightness of all neutrals, from meter onwards. Plus if there's 2 phases in the property, do they need to be balanced?

    Pre 2008 models, don't bother locking it. No point. Takes about 4 seconds to prise the locks out with a small screwdriver. Got one. Found out the hard way....

    nobo panel heater?

    Yeah, installed a few. Low surface temperature. Used in nursing homes and the like. You have to buy the control module as an extra. Bit of a con as it won't work without it.

    By the sounds of it its a big property. i'd suggest treating each board as a seperate entity and have 2 earth rods. One for each board.     take a Ze reading. 230v divided by your Ze reading. then divide this answer by 1000. Thats your fault current. Ohms law.

    Dont quite understand what your saying, but the supply authorities seriously frown upon you using a pme system out side the equipotential zone. therefore you should have created a seperate tt system for what ever you are supplying outdoors. You only need verify your Ra and/ or R2.
