    You're quite correct ..... you did indeed see bits of loft insulation. I didn't notice any loose sections adjacent to the downlights which is why I think there wasn't much insulation up there to begin with!

    Your post has hit the proverbial nail firmly on the head Andy. I'm in complete agreement with all that you have said. Most of the EICRs relating to private rental properties that have I seen aren't worth the paper they're written on.
