Hazardous Old Wiring...??

I don’t mean that you can see it Out in the elements... it seems to be properly run through to the panel. I just meant seeing the actual run through the basement... I mostly concerned that the shape of the wire would someday cause arcing and a fire hazard. Do they sell 60 amp arc fault...

It is in the basement under the floor joists and yes we do have electric heat ....

Hazardous Old Wiring...??

I’m a new homeowner and found this old wire in the panel (the red and black one)... It’s on a 60 amp breaker. It is clothed sheathed outside the panel and is freying in parts (see 2nd photo)... Hazardous? Thanks for any advice!
