    Why would a LAP Voltage Detector be showing live current in this situation?

    Try and turn off the main switch to the distribution board and see if you still get a red light flashing,i have cases where the mcb had stayed closed even you have turned off the mcb.

    I have problems with VSD before and I found that the cooling fan had failed causing the VSD to shutdown.

    It looks like the two ring circuits are crossed with one another,and the person who installed the rings did not verify ring continuity.

    The spec normally come from utility supplier,they should have given you a drawing.

    Does any old wiring contain asbestos?

    I have been an electrician for 40 years and I have not found any asbestos in any type of cables, where there will be asbestos will be within the rewireable fuse holders.

    No CPC in lighting circuits / Fire damage

    The regulation goes back to 12th edition where by every electrical point should have a earth connection cable regardless if the enclosure is metal or plastic,the regulation says that the connection should be mechanically and electricly connected at all points.

    Some pir light fittings require a switch line so that the light can be permanently switch on.
