Quick update
Sent off testers with UPS Wed 31st text on Friday acknowledging receipt in Holland.
Mon 5th Nov 2 new testers delivered by UPS.
Service excellent IMO .
I have just returned 2 x T110 dated 2012 and 2014 as the way I read the recall info is that any of the testers listed dated up to July 2018 should be returned I filled in the appropriate info on the website and they sent me a returns label.
Hopefully they will return 2 new testers!

If you ring NAPIT and give all the details re the Electrician and your property they will tell you over the phone if Building control have or are being notified!
Try clamping the tails to see what leakage is there before you test as even on No Trip your still injecting 15mA into the cct so you may have a leakage which puts the RCD above its Ramp value just a thought!
I can not see how you would think no RCD protection would of been OK on apartments even prior to AMD 3 which came into effect on 1/7/15 with a exception of the CU issue!
What reason did you give the inspector and why do they have to be RCBO,s
Not if there is a break in the HW off cable!
If the controller is calling for heating and not HW and only the white wire has 230v and the grey wire is not getting 230v the valve will not drive across putting 230v on the orange to fire the boiler and pump up.
They probably did not mention the neutral to earth fault as the schdule does not have a box for N/E insulation test results.
Wonder why the shower is on a 5 sec dis ?

On a serious note putting the up sockets on the non RCD side of the board is unaccepable...
Keep the test on for at least a minute and see how the reading change i would say that the reading would slowly go up slowly if it is a damp problem but I wouldnt lose any sleep over the readings posted!
You dont need the black lead attached when doing a RCD test you only need the Red and Green lead plugged in.
Sounds like a connection issue,when you say fail what appears on the screen !
Try testing at the CU with just 2 leads as you should be testing the RCD with no loads attached to the circuit!
