    In my terms and conditions we state that we only issue non-draft certificates when payment has been recieved. I require clients to accept T&C's prior to working for them (this does not apply to regualr clients etc)

    I use Easycert and find it great. I have certs goung back till 2006 or before and it is easy to look up old certs, you can even open up a previous PIR (remeber them) and convert it to a 18th edition EICR (or even an EIC) when you do a retest or new works Much better that the NIC / SELECT certs...
