    Yes. I work with an MCS accredited company. They do the design and installation of the PV and I do the cable work. In reality I often help with the installation also - testing panels and then helping to pass them up on to the roof. I subcontract to them.

    what are the instructions saying for this tank? the primary element is usually the bottom one and the top one is a 'top up' - based on economy type tariffs. Its a simple circuit so unless there is some form of controller in circuit and the thermostat is set then it should work?

    I’d be more concerned that the landlord CU has one rcd protecting 5 circuits in the common areas. When that trips everything will go off. The grey pvc cable between the Henley blocks and isolator is poor. The installer has used tape to cover over single insulated conductors.

    Neither BPG4 (industry accepted) nor NAPIT guide (Not totally Industry accepted) recommend a code C3 simply if it's just because the CU is plastic. There has to something else which is and issue, combined with it being plastic to command a coding.
