Can anyone advise please on use of 13A plug with new panel heater?

I'd initially assumed from Regs that as a fixed appliance the heater would need to be wired into an FCU, but some of the ads for these heaters show them plugged in. In fact, some ads make a point of saying 'can be plugged in...'

I've a number of these to install and in one location there's a a double socket. To convert it to FCU will mean putting new double back box in there (for FCU and single socket) - so obviously would prefer just to use use plug on heater.
 
if the heater comes with a plug fitted, then i assume that is covered by "manufacturers instructions", and should be followed. i.e. plug it in.
 
Thanks for that telectrix. Interestingly I'd contacted the manufacturer - ahead of seeing the instructions when I get to customer's - and they said they can be fitted, but they aren't allowed to. When you consider a 2kW kettle comes with a plug there's no real logic behind the inconsistency here.
 
I see no difference in weather it has a 13 amp plug top on it or it is hard wired into a FCU, as long as it is installed and fused correctly. I can't see a manufacturer winning a argument saying it should be one or the other. Seeing as both serve virtually the same purpose.

Probably just a cost based business decision; as they'd have to cope with all the different plug types for markets they sell into.
