If it was me I would just cut the plug off and install a new one. Make sure that you pay attention to the plug and keep the polarity the same as the old one.- Megawatt

If their power went out then the damage more than likely is not lightning but the surge which comes from the power company. As stated above we have SPD or surge protection device which can be installed in your main panel as close to the main breaker as possible.- Megawatt

electrical plug and wire size
The number 10 wire and 30 amp receptacle is correct and in theory the internal wiring should be fine, especially if it is UL listed. Good luck- Megawatt

what is freeze proofing under ground service entrance lines?
Sorry for the late reply but find out the frost line in your area and go a couple of inches below that. I personally have never heard of freeze protection for electrical conduit and wire. Good luck- Megawatt

what disconnect/breaker panel question
What you need to do is install a 40 circuit NEMA 3 200 amp main panel with a a NEMA 3 meter base on the outside of your house and feed your 200 amp panel in your garage, then you would have plenty of space for your other panels and water heater. 2 Electricians not agreement with proper ground installation
The best I can tell you is if each panel has a 4 wire service which means 2 hots, 1 neutral, and 1 equipment ground going to both panels from your main service panel then a third ground rod is not required.- Megawatt

I’m sorry to hear that you have knob and tubing wire but if the bracket is not broken on the receptacle then I really don’t see how it could work with 2 different breakers. It is possible that the 2 breakers are on the same phase if that makes any sense. Turn the number 9 breaker off and check...- Megawatt

Improper Grounding Question - Outlet Receptacle
The outlet should have a bare ground attached to the green screw and at no time should there be but one wire per screw. Purchase yellow wire nuts and twist the 2 wires together and use a price of the wire to terminate on the green screw. I hope this helps and good luck with your project.- Megawatt

Are the 15A/20A wall outlet insides different at all?
The 20 amp receptacle is manufactured with thicker metal than 15 amps which makes it carry more current. Hope this helps- Megawatt
