How do I contact the Administrator?

I am having trouble uploading a question and in doing so the system suggests I contact the administrator.
How do I do that?

Is the question in the form of a document?

I believe uploads are restricted to members without a certain amount of posts, I think 10, to help spam.

There are links to other websites which perhaps may suggest its spam however its difficult to ask the question without those links.
