If she wins it will change the definition of emergency. There will no longer be any emergency attendees as a full risk assessment and method statement will be required in writing, signed off by a senior officer before they can attend. Naturally these will be carried out 48hours before attendance required by the safety officer, who is specifically trained to seek out hazards.
