Thermally Insulating wall

Could someone please describe or explain what this term means, 'Thermally Insulating wall'?

Basically as it says, its a cavity wall filled with thermal insulation like the glass fibre rolls or polystyrene, hope this helps

What Reference method would I then use for a brick wall? If I chase it and cover it with capping, then plaster over.
