I think there's a chance the metal work is quite well insulated given he's not stripped the cables.
 
Is it not possible to buy extension leads in these countries? Forcing the the population to construct their own hazardous versions.

I have some alarm cable. If I use all 6 cores and three cables could I make my own extention?

that's nowt. i seen a whole new build estate with the mains supply to the alarm panels wired in alarm cable.
