is it allowable to fit a 58watt ballast into a 36watt fitting. please resolve an argument.thanks

I don't think it is as the ballasts are designed for the size tube it will power.

solve the argument completely and put LED tubes in instead!

a friend put a 58watt ballast onto a 36watt lamp. I told him this couldn't be done thanks

Clearly it could physically be done if he has done it!
Whether it works or not is an entirely different matter, and if it happens to go bang and let the magic smoke out it could be fun to watch.

Do either of you understand what the ballast is actually doing in the circuit?

Some ballasts will work but it will be stated on the ballast. You will find that you will eat through lamps otherwise.
