As a floor fitter I have cut through a number of live cables which have been located in door jambs and stair stringers. (domestic properties)

Are there not rules about where live cables can run?

Should the floor fitter foot the bill for the repair, or is the householder liable for damage/injury to the fitter?
 
Yes cables are to be located in "safe zones" as given in BS7671 but not all are, especialy if installed some years ago or by DIYers.
As for footing any bill for damage or injury, well you'll have to ask a leagal beagle, or negotiate with the householder.
 
On the same subject, should the fuse blow if you cut through a spur to a plug socket
