Hiya a guy at work said to me today that according to the 17th edition it is not a neccesity to have an earth in a house if the circuits are protected by an RCD or if they have RCBOs controlling them.Is this true?or is he talking out his....

Supplementary bonding is no longer required if the main bonding is in place and the circuits in the bathroom are rcd protected. Maybe that's what he meant??
 
No he never meant that mate he said because the rcd or rcbo works on the imbalance of the live and neutral,there is no need for an earth because if there is an earth fault the rcd would trip because of the imbalance.
