Well that's ruined my plan then.
If a response from the IET will not sway you, what will?
There must be an organisation that you respect or believe has greater knowledge than yourself that you will listen too? Surely that must be the IET, if they are the ones that write the spec out on the EICR's?

Also, it would be good to know your reasoning? I'm guessing it is along the lines of ....

A house could be littered with C3's to the point where the electrician feels an unsatisfactory is required?

Why is that I have QSd for thirty odd years for companies who take this approach and it has not been questioned.

If a report came back with only a couple of 3s and deemed by the inspector to be unsatisfactory then you can guarantee it would warrant a valid complaint.

I have not quantified the amount of Code 3s and a couple of insignificant ones would not lead to an unsatisfactory.
 
I'm kind of erring towards it may be possible, but in reality is not likely to ever happen.

I doubt there is anyone on this site who has given an unsatisfactory, or even know anyone anywhere who has given one. If they have, it would be interesting to see the report.
