sounds right. the pme earth has not been carried into the evcp, which has been made into TT. however, it's a poor diagram as rhe pme earth should proect the cable to the evcp and be halted there.
 
The supply earthing you have drawn is TNS.
The description correctly describes TNCS.
The charging point is independently earthed of the main installation via a local earth electrode to provide a TT system.
The earth loop will use the ground to provide a return path back to the earthed star point of the transformer.
The supply earth is used to protect the supply cable from DB to charging point but then insulated from the charging point so that the two earthing systems cannot be simultaneously accessible.
The diagram could be changed to something like the below to match the description.
