I was asked this today by one of my fellow workmates. What legal obligations do we have to notify any authorities if we come across a "tampered" with meter?

Opinions?
 
I don't think there are any legal obligations mate but I'll be happy to be corrected on that one. The question is what should you do? There are usually houses attached to the one with the tampered meter and it could pose a risk to them. You also have the issue of stolen power which affects all our bills. I'd grass the thieving gits.

depends....if the casing is damaged..so as to pose an immediate danger...then i would say you have a duty of care to advise the occupants and also to get in contact with the energy supplier/DNO.....
its `duty of care`...as if you leave it...and it either fires or someone gets a belt off it..or worse...then as you would be considered the `competant person`...and also the last one holding such a title to have seen it....

I always had it down to a moral obligation too until I went on a IOSH H&S course. Your right there has to be a duty of care to report this one way of the other. I think this is what judge would say anyway. It was social housing so an at risk was handed to the housing association when explaining why he wasn't carrying the work out. Obviously without the tenants signature on it.
 
Haha growler that was the awkward bit, it was a well known person in a rough area of town where my mate will be working for a while.
 
A bodged supply will nearly always put the occupant at risk, so your duty of care is to the preservation of life and property first and foremost.
Secondly, it's a criminal act is it not ? so your duty as a citizen is to report the crime.
Thirdly, it's a moral issue. Why should the cheeky beggars be able to get away with not paying their dues ? I have no sympathy for people like that. Theft is theft, whether it be meter fiddling, ripping out railway cable, armed robbery, or investment banking. Screw em.

we used to come across power pinchers all the time when doing ECRs on these renteds....
most of the time it was just scallys getting a bit of free heating or summat.....of course there were the growers as well...
