I recently carried out an EICR and came across an incandescent light which does not switch off completely, it continues to have a small glow in the off position. I have carried out an R1+R2 test and all was well. However, insulation resistance was low at 2.5 meg. I would be grateful for any ideas of the cause before I start to strip the circuit down.

I an also unsure about the correct EICR code for this type of fault.
