Light that stays on

I recently carried out an EICR and came across an incandescent light which does not switch off completely, it continues to have a small glow in the off position. I have carried out an R1+R2 test and all was well. However, insulation resistance was low at 2.5 meg. I would be grateful for any ideas of the cause before I start to strip the circuit down.

I an also unsure about the correct EICR code for this type of fault.

Does it go off when killing the circuit at source.

It is likely that another load/light is picking up a neutral through the bulb.....either through incorrect connection or a fault.

Is it a normal lever type switch or is it on a dimmer?
