Found today a lighting strapper in t&e ie, cpc used as phase,
Now i know it's not the done thing now but was it common practice in the past, i ask because i seem to find this in older installs, also what are your views in how bad/gash/dangerous this practice is.
 
Very dangerous because, among obvious reasons, the CPC was never designed to be a line conductor, which is one of the reasons its smaller in T&E.

It was common practice for electricians who couldnt be bothered or were not able to run in a 3C.

3 core unearthed cable was available back in the day when earthing was not required on lighting circuits.

IMO you should really disconnect the cpc (line) and revert back to a single switch and advise the client accordingly on putting it right.
