I have come across some spot lights today which are installed in a bathroom. There is a problem when turning them on. They take approximately 30 seconds to come on, but when they do come on, they are absolutely fine. Does anyone have any ideas....

Are they on a dimmer? What type of spotlights, 220v or SELV? Are they halogen lamps in them or LED/CFL?
 
or are they cfl's? 30 seconds is fast for these piles of crap. 2nd thoughts. OP says they are fine when they finally come on so that rules out cfl.
 
When you say spot lights do you mean a fixed unit with spot lights that can be directed or down lighters that are recessed into the ceiling?

I've had a few issues with both types that have had transformers fitted to them.

If it's down lights then how many transformers are fitted and how many lights are affected?

Have you checked all of the terminations at the switch/es?
