Well that job just turned into a bit of a nightmare

No certs so im guessing Electrical Trainee or landlord himself. Oh the joys

But just because theres no certs doesn't mean its was not a spark who did it.

Quite common to find DIY jobs with cpc's cut off. I asked an old guy once why he had done so, and his answer was "well, the lights all worked fine without them".

sadly have come across exactly the same in factory built false fibreglass ceilings for bathrooms. came assembled with GU10 halogen downlighters. all the cpc's cut off, not even connected in at the original ceiling rose.
