Its probably because the Data Guys cant do containment work and have robbed your nice tray work to pin there cables to.

Is the insulation of the t+e suitable for the environment in which it is used, I'm not saying it isn't, but that is a big factor of cable selection to me, I would used, armoured SWA, conduit, or sy-flex normally.its in a mains room whats wrong with that .i have also used it in offices whats wrong with that as well
Tell the boogers to fit their own containment an don't use yours, not going to happen of course, but you asked the question.i have installed some 4inch tray horizontal around a mains room in factory carrying for the moment a couple of 4mm twin earths ,more will be added later, the cctv and data guys have come along and tywrapped their cat 5 cables to this tray ,it maybe just a temp measure as it is very roughly done at this time ,whats your thoughts on this please .
