I bought a new house in Florida in 2022. Today, I went into the attic. I found wiring stapled to studs in a few places, but there are no guard strips. I also found a connection box laying on a joist/truss, dangling from non-metallic cable (Romex). See photo. This attic is not occupied, has no floor and no ceiling, and the only access is a pull-down ladder.

I'm not an electrician, but I thought code required guards for wire crossing joists and prohibited hidden boxes. Are these clear code violations or acceptable practice?

All junction boxes are required to be installed correctly so it’s not hanging from the wires. The romex normally goes through studs not on top but I see it a lot since most attics don’t have plywood on top. What you are calling guard strips are actually called nail plates which are required if the holes drilled into the studs are less than 1-1/4 inches from the edge of the studs then a nail plate is required.
