why cant you send lithium batteries by air mail

Get a phone call off DHL saying the milwaukee lithium battereries cant be sent. Only 1 can be per package. Can anyone tell me why this is. Airlines are fine with it but couriers arent ? Any ideas

Posted something recently and was asked about the contents. Postie showed me the idiot card that displays the banned items. I tell her the package doesn't contain a bomb but it does contain a book on bomb making. Books are allowed. No sense of humour!
