Am I just being thick or is the only difference between the two is that EEBADS was a term used pre 17th edition and ADS is a 17th edition term but essentially mean the same thing?

EEBADS was used in the 16th addition it is essentially the same thing.ADS is the most widely used measure for shock protection.
It's purpose is to limit the magnitude of the voltage between exposed conductive parts of a circuit and extraneous conductive parts
To achieve ADS you should have Earth equipotential bonding and low enough zs values to cause the mcb to disconnect during a fault on the circuit.
Not thick mate your on the right track.
