on the left we seem to have a DNO supplied TN-S. on the right some bodge earthing of SWA armour.

Ok so it's not a PME and TNS then? That's what my first thought was. I thought the right was a separate Neutral
 
Would that be one redundant incomer, if so the newer (right side)is a split concentric and TNS - I love the 'cut out caption' questions.

Edit - the CSA are too large for split concentric

what is it ? TN -S or TNC-S ?
look like there is two cable feeding the service head very odd looking

If your ZE / ZDB reading are as expected, I would FI it and definitely get the electrical company out to look at it, UKPN or the appropriate company for the area your in.
 
looks to me, dno looped in from one house to next doors. you need dno to have look at it. possible tn-s in and pme out.
 
TNS in my book looped to next dwelling, then some bodged affair, if that is TNCS , get the DNO out to confirm.
