Doing a EICR on premises…the old type surface mounted modular fluorescent fittings connections show thermal damage & connectors are crumbling when touched, leaving just the metal part of the connector showing.
I’ve stopped testing these…what code would you give…there’s no access to the live parts until the diffuser is removed..& when connections are touched.
 
got to be at least a C2.... potential danger if diffuser comes off for any reason/
 
I have had a site where very old fluorescent units caught fire, and am very wary of older units. This lot had a hard life and were 24/7 - they also said “made in West Germany” which dates them!

Access to live parts - at least C2 depending on where (under another cover or not)
Thermal damage - C1 for me as the next fault could be the fire!
