It looks like old bricks with whitewash on sand / lime render.
So it's most likely in a cellar of an older house.

As that puts the earth block below ground level I think the 2 screws holding it to the wall are acting as mini earth rods and all that green and yellow stuff is just for show.

Those screws are 50" 8s, not easy to come by I can assure you.

I watched then swap this out today.

Went upstairs for a drink, it was a TN-S, came down it was TN-CS.

Only it wasn't, he'd sweated on a new earth much higher up the cable and ran it inside the head to the exposed earth terminal. Then removed the internal TN link.

So it remains TN-S

Well done those that weren't fooled.

And you can all buy your own burgers you tight gits..:p

50 INCH X 8? .... could use them as earth rods.
