Those screws are 50" 8s, not easy to come by I can assure you.It looks like old bricks with whitewash on sand / lime render.
So it's most likely in a cellar of an older house.
As that puts the earth block below ground level I think the 2 screws holding it to the wall are acting as mini earth rods and all that green and yellow stuff is just for show.
I watched then swap this out today.GBDamo, are we close yet??
