I am doing a new installation for a garage which is going to be converted into a living area. Earth is provided by a sort of a metal string going below the cut out fuse and insulated with a lot of tape. Obviously that is not right but this is the first time I see something like that. It does not look too professional and I want to replace that strange piece of string for a 16mm earthing cable. What sort of arrangement can I expect under the tape?
 
and where does the string go to? have you taken a Ze ?

Whats the existing earthing arrangement there?

As usual not enough information to advise on anything!!

What is the house earthing system??
Is the DNO service head in the garage or in the house??
Is the garage integral, detached or remote from the house??
Is there any extraneous metalwork in the garage (water/gas services etc)
And anything else that is relevant to this conversion....

just sounds like an average TN-S, the clamp is just covered with tape. its the responsibility of the DNO and illegal for you to start messing around with it. just ring them up and get it updated.
