The EICR only has to be for the fan and light, it could be filled in pretty quickly, if you issue a MWC then you take full responsibility for the work, an EICR your only saying it looks fine to you but you take no responsibility, your Call.

Full re-wire required here unfortunately as the installation is highly dangerous and could self-combust at any moment setting fire to the whole neighborhood, thus setting off a chain of events that could lead to the downfall of mankind and the rise of an army of mutant plumber ladyboys.
