New build? Youve got a pretty broad definition of new!

Regardless TT systems can be installed for new builds

Might be a silly question, but can a tt supply come into a property via underground .
This property in question, has no overhead cables supplying it but looks like it might have an earth electrode somewhere.

Yes my property has a undergroung cable from a overhead pole in the road.
 
Underground or overground supply, there may well be a TNC-S earthing terminal provided in the service head, but the DNO might not give permission to use it, if the installation doesn't meet the bonding requirements for TNC-S. Not an uncommon occurrence for me, with some of the ramshackle part steel buildings I've been asked to install into.
