I repaired a house that requires a rewire. People don't have the money. Are there legal obligations or not to insist on complete rewire?

I don't know what regulations apply where you are, but in the UK an electrician has no legal right to disconnect a customer, or insist they have a rewire. Obviously sensible to explain specific dangers and give advice, perhaps in writing.
For rental property here, the landlord has legal duties to keep the property safe - that's a different situation.
